    Frances Abele is Director of the School of Public Administration at Carleton University. She was seconded to the Royal Commission on Aboriginal Peoples during 1992-94, where she worked on research and policy questions. The views expressed in this article are her own, however, and do not necessarily reflect the views of the Commissioners or her former colleagues on the staff.
